What is a heat pump water heater?

A heat pump water heater looks similar to a standard tank water heater — same general footprint, same hot-water output — but with a small heat pump mounted on top of the tank. Instead of heating water by burning fuel or running an electric resistance element, it uses electricity to move heat from the surrounding air into the water in the tank, the same way a heat pump heats your home.

Because the system is moving heat rather than creating it, it uses about a third to a quarter as much electricity as a standard electric tank water heater. Modern HPWH units typically deliver a Uniform Energy Factor (UEF) of 3.0 to 4.0 — meaning they produce 3 to 4 units of hot water energy for every 1 unit of electricity consumed. A standard electric tank, for comparison, is essentially capped at 1.0.

How the Efficiency Maine rebates work

Efficiency Maine runs the HPWH program along two tracks. The right one for you depends on whether you’re buying the equipment yourself and arranging installation, or working with a contractor for a turnkey project.

Track 1: The $1,100 instant retailer discount

If you purchase a qualifying heat pump water heater from a participating retailer — Home Depot, Lowe’s, Granite Group, Selco, and certain Winsupply locations — a $1,100 instant discount is applied at checkout. There’s no rebate form to mail in. You pay the lower price, full stop.

This track works well for homeowners who are comfortable arranging their own installation (or having a plumber install equipment they’ve already purchased). It’s the simplest path to the rebate when the homeowner is the one doing the shopping.

Track 2: Contractor-installed rebate

If you’d rather have a registered vendor like MMS source the equipment and install it as a turnkey project, the rebate is applied at point of sale on your invoice. You don’t handle the paperwork; we do. This is the path most homeowners prefer because the equipment is sized to your home, the install is permitted and warrantied, and the rebate is automatically deducted from the price.

Rebate eligibility on both tracks is tied to the unit being on Efficiency Maine’s qualifying product list. The list refreshes periodically, but the dominant qualifying brands include Rheem ProTerra, A.O. Smith Voltex, and several others that meet the program’s efficiency and warranty requirements.

Is your home a good candidate? The basement temperature question

Here’s the single most important factor that determines whether a heat pump water heater is right for your home: the temperature of the space where it will live.

Because a HPWH pulls heat from the surrounding air, it needs to be installed in a space that stays reasonably warm year-round — generally above 40°F at all times, with most manufacturers recommending an ambient range of 40°F to 90°F for proper operation. The unit also benefits from having a reasonable volume of air around it; tight closets and small mechanical rooms can struggle.

For most Midcoast Maine homes, this means the heated basement is the right spot. Many Bath, Brunswick, and Topsham basements have an existing oil boiler or furnace that keeps the space comfortably above 50°F all winter, which is essentially ideal for a HPWH. The waste heat from your heating system becomes the input that your water heater uses.

Homes where a HPWH is a tougher fit include:

  • Unheated garages or sheds where the existing water heater currently lives. These spaces can drop below 40°F in a Maine winter.
  • Crawl spaces with no insulation and no heat source.
  • Small mechanical closets with no airflow.
  • Homes converting fully to heat pump space heating, where the basement no longer has a fuel-burning system producing waste heat. (These homes can still work, but the basement may run cooler in winter and the HPWH may shift more often into its electric-resistance backup mode.)

The savings story for a HPWH depends entirely on what you’re replacing. The math looks very different for each starting point:

Replacing a standard electric tank water heater

This is the strongest case. A typical four-person household running a standard 50-gallon electric tank water heater uses roughly 4,000–4,800 kWh per year just for water heating. A heat pump water heater serving the same household uses approximately 1,200–1,600 kWh. At Maine’s standard offer electricity rate, that’s an annual savings of roughly $700–$900.

Replacing an oil-fired water heater (indirect or tankless coil)

Many older Midcoast homes heat hot water off the oil boiler — either through an indirect-fired tank or a tankless coil in the boiler itself. The efficiency of that arrangement, especially in summer when the boiler is firing just for hot water, is poor. Converting to a HPWH often saves $300–$500 per year in oil consumption, and it allows you to shut the boiler down entirely from May through September.

Replacing a propane water heater

Propane water heating is typically expensive in Maine ($3+ per gallon in 2026). Converting from propane to HPWH usually saves $400–$700 per year depending on usage patterns.

Replacing a gas tankless

This is the closest comparison — modern gas tankless units are reasonably efficient. A typical install takes us four to six hours and includes:

  • Draining and removing the old water heater, including haul-away.
  • Inspecting the supply lines, shutoff, and expansion tank, and replacing anything that’s past its service life.
  • Setting and leveling the new HPWH.
  • Reconnecting hot and cold supply lines, the T&P relief discharge, and the condensate drain (a HPWH produces condensate, similar to an air conditioner, so a drain or condensate pump is required — this is one piece of the install that’s different from a standard electric tank).
  • Tying into the 240V circuit and verifying breaker sizing.

One consideration worth flagging: HPWH units produce a low hum from the small compressor on top, similar to a quiet refrigerator. Sizing: don’t under-buy

Heat pump water heaters recover hot water more slowly than equivalent gas or oil systems because the heating method itself is gentler on the water. For a family of four or more, we typically recommend an 80-gallon HPWH rather than a 50-gallon, even though the family is using a 50-gallon now. The added capacity buffers high-demand mornings (showers, dishwasher, laundry running simultaneously) without forcing the unit into electric-resistance backup mode, which is what would erase your operating-cost advantage.

If you’re a household of one or two with modest hot-water use, a 50-gallon or 65-gallon is typically right-sized.

Heat pump water heater vs. tankless: which makes more sense in Maine?

This is the question we get most often, because both systems are marketed as the high-efficiency upgrade over a basic electric tank. The honest answer is that they’re solving different problems.

Tankless (on-demand)

  • Heats water as it flows through the unit. No tank, so no standby losses.
  • Endless hot water (assuming sized correctly).
  • Compact — wall-mounted, frees up basement floor space.
  • Higher upfront cost, especially when it requires gas line or venting upgrades.
  • Generally not rebated by Efficiency Maine at the same level as a HPWH.

Heat pump water heater

  • Most efficient option available for electric water heating in Maine.
  • $1,100 rebate substantially reduces upfront cost.
  • Recovery rate is slower than tankless or gas — may require larger tank for big households.
  • Requires a basement or conditioned utility space with enough volume and warmth.
  • Modest dehumidification benefit in the basement during summer (a nice bonus).

For most Midcoast Maine homes with an existing basement install location and a 4-person-or-fewer household, the HPWH is the clear winner once you account for the rebate. For homes with limited basement space, very high simultaneous hot water demand, or unusual layout constraints, a tankless may still be the better path. What’s the dehumidifier mode? Most HPWH units include a dehumidification effect as a side benefit — the cooled air condenses moisture out of the basement air. Some homeowners notice their basement feels drier in summer after installing one.
