Oil to Heat Pump Conversion in Midcoast Maine: Real Costs, Real Savings
Maine is the most oil-dependent state in the country for home heating. Roughly 60% of Maine households burn #2 fuel oil to keep the house warm — a much higher share than any other state — and that’s especially true here in Midcoast Maine, where older housing stock and a long winter make oil heat the historical default.
Over the last few years, a lot of those homeowners have started asking the same question: is it time to switch to a heat pump? It’s a fair question, and it doesn’t have a one-size-fits-all answer. This article lays out the real cost math, the trade-offs, what conversion actually looks like, and when oil might still be the better call for your house.

Why so many Maine homeowners are reconsidering oil
Oil heat works. It puts out a lot of BTUs, modern oil boilers and furnaces are reliable, and most Mainers have generations of experience living with it. The real problem isn’t the technology — it’s the price.
Heating oil prices are tied to global crude oil markets, which homeowners in Bath or Brunswick have no control over. Over the last decade, retail #2 oil in Maine has swung between roughly $2.00 per gallon at the bottom and well over $5.00 per gallon at the top. As of early 2026, the statewide average sits in the high $3 range. For a typical 2,000-square-foot Midcoast home burning 800 to 900 gallons in a heating season, that means an annual heating bill in the $3,000 to $3,500 range — and that’s on a normal winter, not a brutal one.
That price volatility is the thing most homeowners cite when they come to us for a quote. It’s not that oil is necessarily more expensive than electricity right now — it’s that you can’t budget for it. The Maine PUC sets the standard offer for electricity once a year. You know what a kilowatt-hour costs in January, and you know what it’ll cost in November. Oil doesn’t work that way.
How a heat pump is different from an oil furnace
A furnace or boiler burns oil to create heat. Even a high-efficiency oil-fired unit converts about 85–90% of the fuel’s energy into useful heat — the rest goes up the chimney. That’s a hard ceiling. You can’t get more out than you put in when you’re burning something.
A heat pump doesn’t burn anything. It uses electricity to move heat from the outdoor air into your home, the same basic principle a refrigerator uses in reverse. Because the heat is being moved rather than created, the system can deliver two to three times as much heat energy as the electrical energy it consumes. That ratio is called the Coefficient of Performance (COP), and for modern cold-climate heat pumps in Maine winter conditions, it typically lands between 2.0 and 3.0. A COP of 2.5 means you’re getting 2.5 kilowatt-hours of heat for every kilowatt-hour of electricity you pay for.
That efficiency multiplier is what makes the math work in Maine even with our high electricity rates. We’ll get to the actual numbers below.
“Do heat pumps actually work in Maine winters?” — the honest answer
Ten years ago, this concern was legitimate. A standard residential heat pump from that era lost most of its capacity below freezing and was useless below about 5°F. That’s where the persistent myth that heat pumps don’t work in cold climates comes from.
That’s not the technology anymore. Modern cold-climate heat pumps — the ones Efficiency Maine actually rebates — use inverter-driven variable-speed compressors and enhanced vapor injection to maintain meaningful capacity well below zero. Top-tier models continue to produce heat down to −13°F or lower, and many maintain something like 70–80% of their rated heating capacity at 5°F. The U.S. Department of Energy’s Cold Climate Heat Pump Challenge has validated this performance under controlled testing.
In real-world use across Maine, Efficiency Maine has tracked the installation of over 100,000 heat pumps statewide. The state surveys homeowners and the satisfaction numbers are high, including through the polar vortex stretches we’ve had over the last few winters. The technology has been thoroughly stress-tested in actual Maine basements and back yards.
With that said, there is a real performance cliff at the extreme cold end. When the temperature drops well below zero — the few brutal days a year when most Mainers fire up every heat source they have — a heat pump’s efficiency does drop. A well-designed system handles this in one of two ways: it includes electric resistance backup (the qualifying configuration for Efficiency Maine rebates), or it keeps the existing oil boiler as emergency-only backup (which disqualifies the rebate, but gives a homeowner peace of mind on the coldest nights). Both are valid choices, and we walk through them with every customer.
The cost math for a typical Midcoast Maine home
Let’s put real numbers on a typical conversion. Imagine a 2,000-square-foot single-family home in Bath or Brunswick, moderately insulated, with an aging oil boiler:

These numbers are estimates for a representative home. Your actual savings will vary based on the size and tightness of your home, your specific oil consumption history, and which utility serves your address. A more leaky home with worse insulation will see a smaller savings ratio because the heat pump has to work harder; a recently weatherized home will see a much better ratio. The other thing the savings number leaves out is the value of price stability. Even if oil happened to be cheap in any given year, you still don’t know what it’ll cost next winter. With a heat pump, your fuel cost (electricity) is set by the PUC, you can offset it with solar down the road, and the only variable in your annual heating cost is the weather.
Up-front cost — and what Efficiency Maine knocks off
A whole-home cold-climate heat pump installation in Maine typically runs $12,000 to $25,000 installed, depending on whether you’re doing ductless, ducted, or a hybrid configuration, and how many indoor zones you need. The Efficiency Maine rebate program brings that number down meaningfully. For an any-income household installing a three-zone ductless system, that’s $3,000 in rebates applied at point of sale. For a moderate-income household, $6,000. For a low-income household, up to $9,000, plus the $500 whole-home bonus through December 2026.

Insulation first: the step most installers skip
Here’s an uncomfortable truth about heat pumps that some installers don’t mention: a heat pump on a leaky, under-insulated house works harder than it needs to, costs more to run, and the homeowner ends up frustrated.
Many Midcoast homes — especially older Bath, Brunswick, and Wiscasset houses — have meaningful insulation gaps. Common culprits: an under-insulated attic, leaky basement sills, single-pane windows, and gaps around the bulkhead and rim joist. Before we recommend a heat pump size, we look at the building envelope. If a home would clearly benefit from air sealing and attic insulation first, we’ll say so. Efficiency Maine has separate weatherization rebates that can be claimed in the same project, and the result is a smaller, less expensive heat pump that runs less and lasts longer.
This is what people mean by a “whole-home approach” — insulate first, then right-size the heat pump. The savings math gets significantly better when you do it in that order.
When oil might still be the right call
Not every Midcoast home is a good candidate for an immediate conversion. Situations where we sometimes recommend a homeowner stay on oil for now:
- Your existing oil boiler is relatively new (less than 8–10 years old) and well-maintained. There’s no urgent reason to replace working equipment, and the payback timeline gets longer when you’re scrapping a serviceable boiler.
- You’re planning to sell the home within the next 2–3 years and don’t want to make a major capital investment that you won’t personally recoup. (That said, heat pumps are increasingly valued by buyers in Maine — this calculus is shifting.)
- Your home has a hot-water baseboard system that’s working well and you want to keep zoning the way you’re used to. A hybrid approach — keeping the boiler for the baseboards, adding ductless heat pumps for shoulder seasons and summer cooling — can be a reasonable middle path.
- Your electrical service can’t support a heat pump install without a panel upgrade, and the upgrade economics don’t work in your specific situation. (This is rarer than you’d think, but it does happen.)

What the conversion actually looks like
For most Midcoast homes, the conversion is straightforward and minimally disruptive.
- Free in-home consultation. We measure the home, talk through your heating history, and look at the existing system and electrical service.
- Heat-load calculation. We size the system to your home’s actual peak heating load, not a rule-of-thumb estimate. Oversizing is one of the most common causes of poor heat pump performance.
- Equipment selection. We primarily install Daikin cold-climate systems, which are on Efficiency Maine’s qualifying product list and are engineered for cold-climate performance. Other manufacturers (Mitsubishi, Fujitsu) also make qualifying equipment.
- Rebate calculation and quote. You see the full cost and your net cost after the rebate.
- Typical residential installs take one to two days. For a homeowner keeping the oil boiler as emergency backup, we leave the existing system in place and tie in the new heat pump. For a full conversion to electric backup, we decommission the oil burner and arrange for tank removal if you want it gone.
- We test heating, cooling, and defrost cycles, calibrate the thermostat, and walk you through how to use the system efficiently — setpoints, modes, what to do during a cold snap.
- Ongoing support. We offer service plans that keep the system running at peak efficiency and protect your warranty.
What to do about the oil tank
If you convert fully, you have a decision to make about the oil tank. Three reasonable options:
- Remove it. If you want a cleaner basement and you’re sure you’re done with oil, we can arrange tank pump-out and removal.
- Keep it as emergency-only backup. The boiler stays, the tank stays, you call for oil rarely (maybe once every couple of years) just to keep things functional for that worst-case cold snap. Note that this configuration disqualifies the install from Efficiency Maine’s heat pump rebate.
- Decommission in place. Drain the tank, disconnect the boiler from the fuel line, but leave the tank where it sits for now. You can decide later whether to remove it. This is a common middle-ground choice.
If your homeowners insurance has language about heating systems, it’s worth a call to your agent before making the change. Most carriers are fine with heat pumps as primary heat, but a few have specific requirements about backup heat sources in cold-climate states.
Common questions
How long does the payback take? For most Midcoast homes converting from oil and claiming the rebate, the payback on net out-of-pocket cost is typically in the 6–10 year range, with longer paybacks for Versant customers due to higher electricity rates. The system itself is designed to last 15–20 years.
Do I need a panel upgrade? Sometimes. A whole-home heat pump install adds meaningful electrical load. Homes with 200-amp service usually have no issue. Older 100-amp panels may need an upgrade, depending on what else is on the panel. We assess this during the consultation.
Will my electric bill go up? Yes — sometimes significantly. The bottom-line savings come from the fact that your oil bill drops to zero (or close to it). The total annual energy spend across both fuels usually goes down. We’ll model this for your specific home.
What about cooling? A heat pump cools as well as it heats — it’s the same equipment running in reverse. Most Midcoast customers find air conditioning a meaningful bonus. The systems are far quieter and more efficient than window units.
Is propane any better than oil? Propane has the same fundamental problem as oil: you don’t control the price. Per BTU, propane is often more expensive than oil in Maine. If you’re currently heating with propane, the case for converting is typically even stronger than for an oil-heated home.
